Ошибка с "PIP установить JIRA"

Он говорит: Самый простой (и лучший) способ установить JIRA-питона через пип:

$ пункт установить JIRA Это будет обрабатывать сам клиент, а также требования.

Когда я пытаюсь что я получаю сообщение:
