Любая идея, почему я не могу установить это основное программное обеспечение?

TL; DR. Попробуйте установить его как gem.

Существует no rhc package для надежного выпуска Ubuntu 14.04 LTS, на котором построена элементарная ОС.

rhc пакет доступен только для модных, xenial или yakkety версий Ubuntu (см. Правый верхний угол this page).

OpenShift official install documentation ошибочно утверждает, что rhc доступен, начиная с версии Ubuntu vivid, но нажатие этой ссылки приводит к несуществующей странице.
