Version : 16.0.0.3
Файл zip извлекается и создается профиль. AdminCenter установить с помощью следующей команды:

Выглядит как проблема в JVM Solaris http://www.oracle.com/technetwork/java/javase/8-known-issues-2157115.html, попробуйте «Отключить реализацию GCM от поставщика OracleUcrypto, добавив" Cipher.AES/GCM/NoPadding "в раздел disabledServices в файле конфигурации поставщика, например /lib/security/ucrypto-solaris.cfg." Или замените IBM JVM в комплекте с Liberty. –
