Проблема вызвана этим оператором use в вашем UserController.

use Tymon\JWTAuth\JWTAuth; 

При вызове JWTAuth::fromUser($user) вы не ссылки на фасад (который содержит экземпляр JWTAuth уже), но фактическую функцию из класса, который вы не можете, потому что это не называется статически.
