По крайней мере, одна проблема с вашим кодом в CreateChildControls заключается в том, что это смесь создания управления и кода привязки данных. Это не подходит, потому что ViewState загружается между созданием элемента управления и привязкой данных!

Разделите свой код на код создания управления (CreateChildControls) и код привязки данных, который будет запущен позже в жизненном цикле страницы. Событие загрузки является хорошим местом для привязки данных.

Далее убедитесь, что CreateChildControls действительно вызывается перед использованием ваших элементов управления. Я предпочитаю вызывать EnsureChildControls в странице init.
