Я имел ту же ошибку, это было то, что одна из ссылок, которые вы добавили могли бы пропустили. все, что вам нужно сделать, это сбросить ссылки и добавить их вручную. или скопируйте свой код в новое решение, которое сработает. Я скопировал свой код в «новый пустой проект» и запустил его. тогда у него не было проблем.

Открыть новый пустой проект с новыми классами и aspx и скопировать только код в него, он должен работать.

Я изменил версии до 4.1.0.0, и это сработало для меня.
