Возможно, у вас есть проблемы из-за устаревшего распределения быстрого доступа. Попробуйте (ql:update-client) и (ql:update-all-dists), чтобы получить обновление.

По крайней мере ASDF 3.1.5 требуется для статических векторов (на самом деле для cffi, который является косвенной зависимости). SBCL 1.2.7 в комплекте с ASDF 3.1.3, поэтому в вашем случае требуется обновление SBCL.

У меня была очень похожая проблема на Debian 8 стабильной. Решением было установить тестирование cl-asdf с APT. В качестве альтернативы вы также можете использовать версию Quicklisp.
