Вам не нужно BeautifulSoup вообще. Selenium сам по себе довольно мощный в locating elements.

Вот рабочий код, который выполняет итерации по всем отделам, щелкает каждый из них, извлекает список курсов и закрывает окно оверлея. Результаты собраны в словарь:
