dormmeal и строковые массивы, не существует никакого метода isSeletecd поля или isSelected() на java.lang.String.

dorm и meal являются строковыми массивами

Там нет isSelected() метода String класса, но есть метод getSelectedIndex() для JComboBox, который может быть использован для получения индекса не из выбранного элемента в JComboBox компоненты ,

Заменяя условие в заявлении, если в вашем ButtonListener классе

из

if (dorm[0].isSeletecd && meal[0].isSeletecd()) 

в

if(dormBox.getSelectedIndex()==0 && mealBox.getSelectedIndex()==0) 

решит вашу проблему.

Так что ваш ButtonListener класс теперь будет

    public void actionPerformed(ActionEvent e) { 
     if(dormBox.getSelectedIndex()==0 && mealBox.getSelectedIndex()==0)
