AutoCompleteTextView countriesAutoComplete = (AutoCompleteTextView) rootView.findViewById(R.id.countries_autoComplete); // use rootView.findViewById 

findViewById выглядит для представления в текущем надутом макете. Поэтому вам нужно использовать объект inlfated view для инициализации вашего AutoCompleteTextView
