установка rmagick gem на окнах

Короче говоря, ваша ошибка, кажется, связана с проблемой совместимости между вашим ImageMagic и Rmagick.

Удалите ImageMagick и переустановите предыдущую версию, которая работает с вашей установкой Ruby.
