Поскольку в вашем файле конфигурации вы используете сервер smtp, похоже, что на вашем компьютере нет сервера smtp для обработки почтового сервера. Попробуйте загрузить FakeSMTP server, это небольшой файл jar, который будет эмулировать SMTP-сервер для целей debbuging.
