Это неправильно в данном случае. letter - это символ, убедитесь, что вы вернули символ, если хотите, чтобы его печатали в виде буквы.

char getLetter() { ... } 

Если вы возвращаете int, std::cout напечатает его численное значение так же, как это делает для ранга карты. Если вы вернете char, он напечатает соответствующий символ, а не его числовое значение.

(Ваш код нуждается в серьезные работы рефакторинга. Сделать функции для обработки ввода масти и ранг, и использовать эти функции. Затем выяснить, как сделать петлю, чтобы прочитать четыре карты.)
