Я видел подобные проблемы при использовании row_number окна функция. Скорее всего, ваш заказ не нарушает связь. В случае дублей в Incident_Number, не нарушая связь может привести к ранжированию строк по-разному:

Попробуйте добавить заказ на некоторых ID после Incident_Number:
