Вы добавили плагин, используя cli? в случае, если вы это сделали, вы сделали «кордову подготовить ios» после добавления плагина? – jcesarmobile

Вы должны явно добавить плагин через терминал (терминал командной строки), то ваш код упоминание будет работать.

$ phonegap local plugin add org.apache.cordova.camera 
$ phonegap local plugin add org.apache.cordova.media-capture
