я добавил System.Web.WebPages.Razor, Version = 3.0.0.0 в проекте WCF, по-прежнему та же ошибка сохраняется.

Убедитесь, что ваш проект нацелен на .net 4.5, что все ссылки действительны и что веб-страницы AspNet.WebPages. * Находятся в папке bin (Release/Debug).

Вы также можете попробовать переустановить Microsoft.AspNet.WebPages NuGet пакеты, используя эту команду в консоли менеджера пакетов

> Update-Package –reinstall Microsoft.AspNet.WebPages
